Big Ten Football Rules Changes

So earlier this week, the Big Ten announced a few new rules for college football.  Rules are generally a hot topic at the annual Big Ten meetings, but I don't recall big changes like these.

1. First is another rule regarding unsportsmanlike conduct.  It always seems to be an issue, and when emotions are high and adrenaline is pumping you can't really blame anyone.  But it drives coaches crazy because it leads to big penalties.  Well, the penalties are just going to get bigger.  Any premature touchdown celebrations (flipping, taunting, whatever) is now a live game penalty.  Before it was treated as a dead ball penalty and awarded to the other team on the kickoff.  Now, as a live ball penalty, a fifteen yard penalty will be issued from the spot of the foul negating the touchdown.  I can already see some coaches exploding with anger over that one.

2. The second rule change involves cut blocks.  And I don't know if I remember how it was before, but now cut blocks (low blocks) are completely illegal except in a few circumstances.  Those include offensive and defensive lineman on the line of scrimmage, cornerbacks in press coverage, and backs in the backfield if they are stationary and in the tackle box.  It's all a little confusing, and coaches are worried about the learning curve.  When you've been playing a game one way for your entire life, it's a little hard to change so suddenly.  I can imagine there will be a lot of penalties in the first several games.

How do you feel about these new rules? Will they have an impact?
